In 2022, TCM industry in Jiangxi achieved the main business income of 41.768 billion yuan, ranking among the top five in China and the first in central China for many consecutive years.
牵头组建中医药产业化合作中心，深化与湘粤港澳中医药合作，持续推进海外中医药中心建设，推动江西中医药“走出去”，中医药出口排名由2021年的全国第十九位升至2022年的全国第九位，增长率连续两年排名全国第二。

Jiangxi is an important cradle of TCM culture and one of the seven national comprehensive reform pilot zones of TCM. In recent years, Jiangxi has vigorously strived to build a province with a Strong TCM Industry, and it has carried forward the essence of tradition while pursuing innovation, focused on institutional and mechanism innovation, integrated development of a complete industrial chain, and accelerated the construction of innovation platforms. 本草佳木，生长于大自然之中，化“草”为“药”的秘诀在于炮制，而炮制技术关乎药效。“樟树帮”和“建昌帮”是全国中药炮制的主要流派，其炮制加工自成体系，各具特色，“槟榔不见边，白芍飞上天，木通不见边，陈皮一条线，枳壳凤眼片……”是其药材切制绝活，在国内享有较高的声誉。
Herbs are plants which grow in nature, and the secret of turning “plants” into “medicine” lies in processing, which is deeply related to efficacy. “Zhangshu Medicine Trade Association” and “Jianchang Medicine Trade Association” with unique characteristics are two main schools of TCM processing in China. “When properly cut, areca seeds lose their edges; white peonies are light enough to fly in the sky; the orange peels are as thin as slim lines, and the orange fruits are like thin phoenix eyes……” The unique work of cutting technology enjoys a high reputation in China.
“保护好、发掘好、传承好中医药”是江西中医药事业发展的必答题，也是做好江西中医药现代化答卷的必然要求。近两年，在中药炮制技术传承方面，江西积极推进《江西省中药饮片炮制规范》的修订，将炆法等独特炮制技艺纳入炮制规范。同时，遴选江西中医药大学和江西中医药大学附属医院等两家单位开展中药炮制技术传承基地建设，挖掘与传承中药炮制理论和技术。
“Preserving, innovating, and developing TCM” is the inevitable requirement for the development and the modernization of TCM in Jiangxi. In the past two years, in terms of TCM processing technology inheritance, Jiangxi has actively promoted the revision of the Processing Standards of Traditional Chinese Medicine Decoction Pieces in Jiangxi Province, which includes the standards of some unique processing techniques such as the methods of pottery heating. At the same time, Jiangxi University of Chinese Medicine and its affiliated hospital are selected to carry out the construction of TCM processing technology inheritance base, exploring and inheriting Chinese materia medica processing theory and technology.
传承精华，守正创新。历经4年研究，江西牵头实施的国家重点研发计划“10种传统特色炮制方法的传承、工艺技术创新与工业转化研究”项目，今年通过了科技部项目管理专业机构组织的综合绩效评价，评价结果为“优秀”。此项目在传承古法炮制精髓的基础上，创新了水飞、干馏、炆制等传统炮制技术与工艺，创制了8套现代自动化生产装备，实现传统炮制工艺技术的科学化、规范化与转化应用。
We should carry forward the essence of tradition while pursuing innovation. After 4 years of research, Jiangxi has led the implementation of the national key research and development plan“Inheritance, process technology innovation and industrial transformation of 10 traditional processing methods”, which has passed the comprehensive performance evaluation by the project management professional organization of Ministry of Science and Technology and is rated as excellent level. On the basis of inheriting the essence of ancient processing methods, this project has innovated traditional processing technologies and processed such as grinding in water, dry distillation and pottery heating, and has created 8 sets of modern automated production equipment, which helps to realize the scientific, standardized and transformed application of traditional processing technologies.
在江西中医药大学，中药炮制团队遵循古法、探究原理、创新工艺、研制装备，复苏古法炮制工艺，建成了国内唯一融温控浸泡-打靛-泡沫分离于一体的青黛炮制自动化生产线，并通过无烟洁净、自动收集的封闭式工业干馏专用装备，使鲜竹沥产率从5%提高至20%左右，推动中药炮制从传统向现代迈出了重要的一步。
In Jiangxi University of Chinese Medicine, the Chinese materia medica processing research team follows the ancient method, explores the principles, innovates the process, develops the equipment, resuscitates the ancient processing process. It has built the only automatic production line, which combines the natural indigo processing with temperature control soaking, indigo and foam separation. And through the smokeless, clean and automatic collection of closed industrial distillation equipment, the yield of fresh bamboo juice has increased from 5% to about 20%, which has taken an important step in promoting the modernization of processing of Chinese medicine.

The land of Jiangxi is fragrant with medicinal flowers and herbs. Jiangxi's exploration and practices in the inheritance and innovation of traditional Chinese medicine has made the ancient method processing technology resuscitate on the modern production line and glow with vitality in the new era.
建强平台载体 提升创新能级
Building Strong Platform Carriers to Enhance Innovation Capabilities
作为全国七个国家中医药综合改革示范区之一，江西着力下好创新“先手棋”，不断优化中医药科研政策措施，相继出台了《江西省促进中医药传承创新发展行动计划》《科技支撑江西省中医药传承创新发展行动方案（2021—2025年）》等政策文件，构建了中医药传承创新科技支撑体系。去年，江西制定的《江西省“科技+中医药”联合计划项目管理办法（试行）》，探索建立“科技+中医药”联合立项模式，鼓励高校、科研院所、医疗机构、企业开展科研攻关。
As one of the seven national comprehensive reform pilot zones of TCM, Jiangxi strives to play a leading role in innovation and continuously optimizes TCM research policies and measures. It has successively issued policy documents such as Jiangxi Action Plan for Promoting the Inheritance, Innovation and Development of TCM and The Action Plan on Science and Technology to Support the Inheritance, Innovation and Development of TCM in Jiangxi Province （2021- 2025） and established a scientific and technological support system for the inheritance and innovation of TCM. Last year, the province formulated Administrative Measures of Jiangxi Province for Science and Technology + TCM Joint Plan Projects （Trial） to explore the establishment of a joint project model and encourage universities, scientific research institutes, medical institutions, and enterprises to carry out scientific research to tackle key problems.
2021年，中药固体制剂制造技术国家工程研究中心纳入国家工程研究中心新序列；2022年，由赣江新区牵头，江西中医药大学等单位共同创建的国家中药先进制造与现代中药产业创新中心获批……随着一批国家级平台相继获批，江西中医药创新活力十足。目前，江西累计获批全国重点实验室1个，建成9个中医药领域的国家级科技创新平台、86个省部级中医药科技支撑平台以及3个院士工作站。
In 2021, the National Engineering Research Center for Manufacturing Technology of Traditional Chinese Medicine Solid Preparation was included in the new sequence of national engineering research centers; in 2022, the National TCM Advanced Manufacturing and Modern TCM Industry Innovation Center, led by Ganjiang New District and jointly created by Jiangxi University of Chinese Medicine and other units, was approved. With a number of national-level platforms successively approved, Jiangxi’s TCM innovation is full of vitality. At present, a State Key Laboratory of TCM in Jiangxi has been formally approved, 9 national-level scientific and technological innovation platforms, 86 provincial-level or minister-level scientific and technological support platforms and 3 academician workstations have been set up here.
2022年11月16日，湘赣粤港澳中医药全产业链协同发展联盟启动，江西牵头组建了中医药产业化合作中心，探索“研发在大湾区、产业化在湘赣粤、市场向海外”的湘赣粤港澳中医药产业合作创新模式，加速优质中医药资源在粤港澳大湾区流动，推动中医药产业更好地“走出去”和“引进来”。
On November 16, 2022, the Hunan, Jiangxi, Guangdong, Hong Kong and Macao Traditional Chinese Medicine Industry Chain Collaborative Development Alliance was launched. Jiangxi took the lead in establishing a TCM Industrialization Cooperation Center to explore the cooperative innovation model of TCM industry with R&D in the Greater Bay Area, industrialization in Hunan, Jiangxi and Guangdong, and market across the globe. By accelerating the flow of high-quality TCM resources in Guangdong, Hong Kong and Macao, the model will promote the TCM industry to better “going global” and “bringing in”.
人才是创新的根基。为打造更具支撑力的人才队伍，江西积极搭建人才“蓄水池”，多管齐下做深做实中医药人才的“引育用留”。2022年8月，江西发布的《江西省关于加强新时代中医药人才工作的实施方案》，对中医药职称评审进行改革，破除了“唯学历、唯论文”论，最大限度放宽对基层中医药人才的晋升条件。今年6月，江西省中医药管理局印发《江西省中医药人才发展行动方案（2023—2025年）》，促进中医药人才向基层流动，建立了吸引、稳定中医药人才队伍的长效激励机制。
Talent is the foundation of innovation. In order to create a more supportive talent team, Jiangxi has actively built a talent “reservoir” and implemented a multi-pronged approach to introducing, educating, recruiting and retaining TCM talents. In August 2022, the province issued the Implementation Plan of Jiangxi Province on Strengthening the Work of TCM Talents in the New Era, which reformed the evaluation of professional titles in traditional Chinese medicine, got rid of evaluation methods that only emphasized the number of papers and academic backgrounds, and maximized the relaxation of promotion conditions for grassroots TCM talents. In June this year, the Jiangxi Provincial Administration of Traditional Chinese Medicine issued the Action Plan of Jiangxi Province for TCM Talent Development (2023-2025) to promote the flow of TCM talents to the grassroots and establish a long-term incentive mechanism to attract and stabilize the TCM talent team.
为答好中医药综合改革示范区“特色卷”，目前，江西正积极打造中医药创新研发高地、孵化加速高地、人才聚集高地、种植培育高地，积极对接国家高水平科研机构，已推动中国中医科学院、中国科学院大连化物所等实体性分支机构相继落地，持续提升创新能级，为中医药产业发展注入智力引擎。
To promote the development of the TCM comprehensive reform demonstration zone, Jiangxi is actively building a TCM highland for innovative research & development, incubation & acceleration, talent gathering, and planting & cultivation. It is actively connecting with national high-level scientific research institutions and has promoted the launch of branches of China Academy of Chinese Medical Sciences and the Dalian Institute of Chemical Physics, Chinese Academy of Sciences in Jiangxi one after another. By continuously improving the level of innovation, Jiangxi is injecting intellectual impetus into the development of the TCM industry.
融合协同发展 打造全产业链群
Building a Complete Industrial Chain Network for Integrated and Collaborative Development
小葛根长出大产业。葛是药食同源的中药大品种，在江西，葛根的综合利用价值被深度挖掘开发，可药用、食用、养生，并实现了产业化。2022年，全省葛规范种植总面积3万亩，葛产量3万吨、总产值达12亿元。
From Small Roots, a Big Industry Grows. Kudzu, a major variety of traditional Chinese medicine with both medicinal and culinary uses, has had its comprehensive value thoroughly explored and developed in Jiangxi. It serves medicinal, culinary, and wellness purposes, achieving industrialization. In 2022, the standardized planting area of Kudzu across the province reached 30,000 mu（≈20km2）, with a production volume of 30,000 tons and a total output value of 1.2 billion yuan.
江西中药材资源有3043种，发展葛根只是江西中药材产业之一。近年来，江西积极打造赣中道地药材、赣东特色药材、环鄱阳湖药食同源药材三大优势产区，建立了47个省级森林药材科技示范基地，建成千亩以上大型中药材基地百余个。在提升中药材质量上，江西重点围绕“赣十味”“赣食十味”建设了54家“定制药园”，引领中药材规范化种植。同时，对35个重点中药材开展追溯体系建设，打通了从药园到药厂的高质量供应链。
Jiangxi possesses 3,043 varieties of traditional Chinese medicinal resources, and the development of Kudzu is just one aspect of the province's traditional Chinese medicine industry. In recent years, Jiangxi has actively developed three major advantageous production areas: authentic medicinal herbs in central Jiangxi, distinctive medicinal herbs in eastern Jiangxi, and medicinal and edible herbs around Poyang Lake. We have established 47 provincial-level forest medicinal herb technology demonstration bases and constructed almost 100 large-scale traditional Chinese medicinal herb gardens covering thousands of mu. To enhance the quality of traditional Chinese medicinal herbs, Jiangxi has focused on building 54 “Customized Medicinal Gardens” centered around the “Top Ten TCM Variety in Jiangxi” and “Top Ten Edible Homologous TCM Variety in Jiangxi”, leading the way in standardized herb cultivation. Simultaneously, a traceability system has been implemented for 35 key traditional Chinese medicinal herbs, ensuring a high-quality supply chain from herb gardens to processing factories.
发展中医药产业，江西不仅在纵向挖掘、发展，也在横向跨界、打造。聚焦群众健康需求，江西大力发展中医药健康服务业，重点打造热敏灸品牌，积极实施“中医药+旅游”，推进“药、医、养、游”融合发展，构建有江西特色的康养旅游产业体系。目前，江西布局建设了4个热敏灸区域诊疗中心、21个基层热敏灸综合服务区（热敏灸小镇），培育了艾草和热敏灸制品加工企业35家。
In the development of the traditional Chinese medicine industry, Jiangxi is not only vertically exploring and developing but also horizontally crossing boundaries and creating new ventures. Focused on the health demand of the public, Jiangxi is vigorously developing the traditional Chinese medicine health service industry. We are placing particular emphasis on building a brand for heat-sensitive moxibustion, actively implementing “Traditional Chinese Medicine + Tourism”， promoting the integrated development of medicine, healthcare, wellness, and tourism. This effort aims to construct a distinctive healthcare and tourism industry system with Jiangxi characteristics. Currently, Jiangxi has planned and constructed 4 regional heat-sensitive moxibustion diagnostic and treatment centers and 21 grassroots comprehensive service areas (heat-sensitive moxibustion towns). We have also nurtured 35 enterprises engaged in processing wormwood and heat-sensitive moxibustion-related products.
中医药是江西的特色优势产业之一。近年来，江西把中医药产业作为推动制造业高质量发展的重点之一，先后出台《江西打造全国中医药产业高质量发展示范区实施方案》《江西省制造业重点产业链现代化建设“1269”行动计划（2023-2026年）》等一系列政策文件，为产业发展营造良好环境，促进省内中医药龙头企业做优做强做大。目前，江西中药行业规上企业数量已超160家，其中，济民可信集团、青峰医药集团、仁和集团进入2022年度全国医药制造业百强企业榜单。
Traditional Chinese Medicine is one of the highlight industries in Jiangxi. In recent years, Jiangxi has prioritized the TCM industry as a key driver for promoting the high-quality development of manufacturing. Successively, policies such as the Jiangxi Implementation Plan for Building a National Demonstration Zone for the High-Quality Development of the Traditional Chinese Medicine Industry and the Jiangxi Province Manufacturing Key Industry Chain Modernization “1269” Action Plan （2023-2026） have been introduced. These policies aim to create a favorable environment for industry development and facilitate the growth and strength of leading TCM enterprises within the province. Currently, the number of large-scale TCM enterprises in Jiangxi has exceeded 160, including notable names such as Jiming Kexin Group, Qingfeng Medical Group, and Renhe Group, all of which have made it onto the list of the top 100 pharmaceutical manufacturing enterprises in 2022.
目前，江西形成了从上游的中药材种养、加工炮制，到中游的植物提取、中成药生产，再到下游的药品流通、中医药服务的完整产业链，拥有41个销售额过亿元的中成药优势品种，以及樟树医药、袁州医药、赣州章贡生物医药、南昌小蓝医药等6个以中医药为主的医药产业集群，其中樟树医药产业集群营业收入突破100亿元，中医药已成为新时代江西的亮丽名片。
At present, Jiangxi has basically formed a complete industrial chain integrating the upstream cultivation and processing of traditional Chinese medicinal herbs, the midstream extraction and production of traditional Chinese medicines, and the downstream circulation of pharmaceuticals and TCM services. We boast 41 exemplary TCM varieties with a cumulative sales exceeding one billion yuan. Additionally, there are six medical industry clusters primarily focused on traditional Chinese medicine, including Zhangshu Medicine, Yuanzhou Medicine, Ganzhou Zhanggong Biopharmaceuticals, and Nanchang Xiaolan Medicine. Among these, the Zhangshu Medicine industry cluster has achieved a remarkable annual revenue surpassing 10 billion yuan. Undoubtedly, traditional Chinese medicine has become a shining business card for Jiangxi Province in this new era.
